It was born at CERN, which interestingly is an organization that enjoys sovereign immunity from national and international laws, much like the Bank of International Settlements, GAVI, WHO and others. The original inventor of the WWW is Tim Berners-Lee, who remains active in his capacity as director of the W3C, a "public-private partnership" that fosters the development of new web standards.
