It was and is a global phenomenon. I'm not talking about the imperial war machine, which is directed from the city of london and its wall street subsidiary. I'm talking about the 1776 experiment in local control and self determination. It was never finished.

Why do only 6 states have the right to form a grand jury? Doesn’t that defeat the whole purpose of giving power to We the People, if it isn’t available in every single state?

The federal government doesn't grant states that right -- they already have that right if they choose to allow it for their citizens. Only six states haven chosen to do that. So far.

In states that *don't* allow it, local governments can still permit it if *they* so choose. I'm not aware of any local governments that have chosen to do that when their states have not, but it is possible under the 10th amendment.

by "right to form a grand jury" I'm assuming you mean the right of citizens to form a grand jury when a petition is presented which has been signed by a number of citizens as specified in a state or local law.
