Once upon a time there was an poor neighborhood plagued by the mafia.
There were two mafia bosses in the neighborhood: a bad one and a good one.
The bad mafia boss ran a gang that threatened and extorted money from the residents. They also ran taverns and gambling halls, drug dens and other illicit establishments that drained away the meager savings of the residents. They used the money to buy weapons and cars to protect and expand their dealings.
The good mafia boss was nice to everybody. He ran a bingo hall for the residents and he saved the proceeds. He ran the bingo hall fairly and he promised the residents that he would spend the money on something good for the neighborhood: maybe a school, a community center, a church, an orphanage, he wasn't sure. Some of the residents didn't approve of the bingo, and thought that the time spent there would be better spent working with other neighborhoods to put the bad mafia boss in jail, but they were ignored by the bingo players. The bad mafia boss approved of the bingo hall and even sent some of his gang members to play bingo there, and they checked their weapons at the door and behaved themselves when they played bingo. The good mafia boss set a date when he would start building the community project and planned a party for the night before.
On the night of the party the bad mafia boss sent his gang in and they stole the money for the community project. They spent it on more weapons and cars that they used to terrorize the neighborhood.
